The NRL's greatest ever referee, Bill Harrigan, has slammed the decision to just demote referees Grant Atkins and Gavin Badger.
Atkins, was demoted from lead referee to pocket referee while Badger was sent back to Canterbury Cup (NSW Cup) for their handling of the Nene Macdonald injury.
Harrigan can't understand why Atkins and Badger were made the scapegoats.
